Meta vs TikTok: Comprehensive Advertising Efficiency and Budget Allocation Analysis

Meta vs TikTok: Comprehensive Advertising Efficiency and Budget Allocation Analysis

Analytical platform Metricool released an extensive industry study after evaluating more than 628,000 active ad campaigns across global markets. The findings highlight crucial shifts in digital advertising strategies, demonstrating how performance marketers allocate media spend, optimize return on ad spend (ROAS), and balance campaign objectives between Meta and TikTok.

Meta Maintains Dominance Across Advertisers

Despite TikTok's rapid user growth, Meta (encompassing Instagram and Facebook) continues to dominate advertiser adoption.

  • 91% of analyzed advertisers rely exclusively on Meta platforms for their paid acquisition campaigns.

  • Only 5% of advertisers allocate their entire digital budget to TikTok exclusively.

  • Approximately 4% of brands implement an integrated cross-platform marketing strategy utilizing both channels.

Budget allocations reflect this platform divide. The average investment per campaign on Meta stands at $1,308.97, compared to $718.45 on TikTok. Furthermore, Meta's cost per thousand impressions (CPM) has increased from $1.97 to $2.64 (a 34% increase year-over-year), whereas TikTok CPM levels remained stable around $2.10–$2.15.

Advertiser spend stability varies significantly between platforms:

  1. Meta (High Retention): 61% of ad accounts maintain consistent budget tiers year-over-year.

  2. TikTok (Volatile Budgeting): 29.3% of advertisers increased their budget significantly, while 19.3% reduced allocations.

Account scale plays a critical role in spending growth. Within the Tiny advertiser segment on Meta, 44% of accounts successfully scaled into higher budget tiers, whereas only 12% of Huge accounts managed to increase their spending further.

Performance Benchmarks: Meta vs TikTok Comparative Analysis

Campaign outcomes differ significantly based on primary campaign objectives, including traffic acquisition, lead generation, and brand reach.

Detailed Cost and Conversion Metrics

  • Average Cost Per Click (CPC): Meta averages $0.07 (a 15% YoY increase), while TikTok averages $0.03 (a 29% YoY increase). TikTok delivers clicks at a 57% lower cost.

  • Cost Per Acquisition (CPA): TikTok's average CPA dropped by 33% to $2.69, whereas Meta's CPA increased by 14% to reach $6.00.

  • Click-Through Rate (CTR): Meta dominates with an average CTR of 2.04% compared to TikTok's 0.75% (nearly 2.7x higher).

  • Click-to-Lead Conversion Rate: TikTok converts clicks more effectively, with roughly 6.1% of clicks yielding leads versus 4.8% on Meta.

For brand awareness (Reach) campaigns, average CPM reaches $0.48 on Meta and $0.38 on TikTok. Average spend on TikTok Reach campaigns averages $853.15, compared to $493.65 on Meta. Lower impressions costs allow TikTok campaigns to generate over 2.2 million impressions on average.

Conversely, Meta delivers higher engagement value, generating 10.8 interactions per dollar spent compared to 8.2 interactions on TikTok.

Funnel Distribution and Media Spend Allocation

More than 70% of total advertising spend across both platforms is allocated to Lower-Funnel objectives, including lead acquisition, direct conversions, and sales.

On Meta, over 67% of total campaigns are launched for top and middle-funnel goals (Traffic and Engagement). This demonstrates that while the volume of engagement campaigns is higher, capital allocation remains heavily weighted toward revenue-generating conversion campaigns.

Ad Spend Scaling and Global ROAS Performance

An in-depth analysis of sales-focused Meta campaigns revealed that total ad spend escalated from $62.9 million to $151.8 million, driving total revenue up from $344.8 million to $694.4 million.

However, global average ROAS decreased from 5.48 to 4.57, indicating rising ad placement costs and increased market competition.

ROAS varies significantly by geographical target market:

  • Norway: 12.12 (highest average globally).

  • Latin America (Chile, Argentina, Mexico): Above 8.00.

  • Germany: 3.00.

  • United States: 2.42.

Campaign Objective Preferences

On TikTok, nearly one in four campaigns (24.59%) focuses on video views. Mobile App Install campaigns represent only 1.8% of total campaigns but command 11% of total platform ad spend.

Meta remains the preferred ecosystem for direct e-commerce sales, recording 67,025 product sales campaigns with an average cost per purchase of $11,14. Conversely, TikTok saw direct sales campaign volume decline from 1,093 down to 297, reflecting its primary utilization as a branding and consideration engine.
